This review goes through the worst polluted &#8220;hot points&#8221; in ex-USSR. Most of them are very well known of course. It&#8217;s amazing how bad news always travel towards us so much faster than the good news : submarine graveyards, nuclear testing areas, chemical or bacteriological weapons, a report on Tchernobyl, the Aral Sea and so on.</p>

<p>This statement has a taste of disaster, but is fairly complete and synthetic.</p>
<p>&#8220;Russie.fr&#8221; and the &#8220;Blog Russie et Nouveaux Etat Indépendants&#8221; had to give some information and a few links on this statement, although our vocation aims at promoting achievements and positive action for development, rather than carnage. In any case, it is true that in order to go forward, we will have to take account of what there is as it is.</p>
<p>To finish with a positive note, the last chapter of this report it : <a href="http://www.ladocumentationfrancaise.fr/dossiers/heritage-sovietique/politique-environnement.shtml" target="_blank">&#8220;What future for ecology in Russia and Central Asia ?&#8221;</a>. Somebody said positive ? Well, not really ?</p>

			<content:encoded><![CDATA[<p>The new treaty on Caspian sea protection is to be launched in New York on the 17th of may 2007, as announced but the United Nation Program or Environment. The treaty is to implement the first constraining juridical frame, adopted by Russian Federation, Azerbaijan, Kazakhstan, Turkmenistan and Iran. The inaugural conference is to take place in Azerbaijan on the 23rd to the 25th of May.</p>
<p>It seems to be a very encouraging beginning for cooperation between the five states surrounding the Caspian Sea regarding sustainable management of natural resources, which are closely linked to economic health of the region.</p>
<p>It is also a starting point and a welcome contribution to the worldwide effort towards climate change and biodiversity protection.</p>
<p>No doubt that the exploitation of natural resources, the pipeline crossing, petrol accidents and the over exploitation of fish reserves had to find reasonable compromise for the millions inhabitants to live in good condition in the long run.</p>
<p>The Caspian, Sea slightly salted, is 370.886 km2 and is the most important inner water reserve in the world. It is nourished by around 130 rivers, and in particular 75% from the Volga. It offers a tremendous potential for ecotourism, fishing and sustainable agriculture.</p>

<p align="left">However, it is polluted by industrial, radioactive and toxic wastes. Rich in biodiversity, it is threatened by over exploitation of its resources.</p>
<p>More than 400 species amongst which sturgeon and mankind should then benefit a better management of overall resources.</p>
<p>A very intense piece of work proposed with the close collaboration of UNEP (United Nations Environement Programme). To be continued&#8230;.</p>

<p><strong>The Russia/NIS programme targets three objectives :</strong></p>

<li><strong>Anticipating evolutions :</strong> taking into account uncertainty on a near or further future for Russia/NIS, the programme searches, not only to put light on main evolutions, but also to formulate credible forecasts.<span id="more-194"></span></li>

			<content:encoded><![CDATA[<p><font class="content">Le Kazakhstan est sans aucun doute l&#8217;une des Républiques de l&#8217;ex-bloc soviétique qui s&#8217;en sort le mieux et loin devant les autres. Cette République fait figure d&#8217;exemple parmi les autres ex-Républiques de l&#8217;URSS, ou en tout cas sur le point de vue de son développement économique. Les Kazakhs semblent être solidaires les uns des autres, ils investissent dans la formation des cadres et diverssifient leur économie pour ne pas rester dépendant de la rente énergétique. En bref, une République qui monte à visiter absolument, d&#8217;autant que seule une poignée de Français a pris pied sur le terrain : moins de 50 expatriés.</font></p>
<p>A noter la progression fulgurante du groupe Lactalis qui a racheté plusieurs usines dans le pays pour s&#8217;y imposer premier dans son secteur avec plus de 1000 employés.</p>
<p>Le Kazakhstan est-il une sorte de dictature, en tout cas son Président semble se protéger des démocraties nouvelles, suite aux révolutions des roses et des tulipes&#8230; en tout cas la presse en parle, est-ce vraiment le cas&#8230; le débat est ici ouvert&#8230;</p>
